Dehradun: Chief Secretary Utpal Kumar Singh presided over a meeting of the State Empowered Committee under the Uttarakhand Enterprises Single Window Facilitation & Clearance Act, 2012, for the desired approvals, licenses and permissions from different departments to establish an enterprise in the state, at secretariat. It was informed in the meeting that the State Empowered Committee has given approval for capital investment of Rs 1760 crores for the six proposals received.

Under the Single Window Act, MSME investment proposals are given by the District Empowered Committee constituted under the chairmanship of the District Magistrate. For the large enterprise, there is a provision to grant approval by the Committee constituted at the Chief Secretary level.

In this committee, the Principal Secretaries/Secretaries of the respective departments are nominated members. In the past year, as a result of work done in the direction of State “Ease of Doing Business” and review of the Single Window Arrangement at Chief Secretary level with departments giving permissions/NOCs, the interests of investors in the state has increased.

In the last financial year 2017-18, under consideration of the state and district level committee, a total of 594 proposals for the establishment of micro, small, medium and large enterprises, with proposed total capital investment of Rs. 3,210.97 crores and employment to 13648 people, approval in principle was given.

Compared to last year, in the first two months of the financial year 2018-19, total of 92 proposals with proposed capital investment of Rs 2436 crores and employment to 5494 people were received by the district/state level empowered committee and after having discussions, the committee has given its approval in principle.

In the meeting, apart from the Principal Secretary, Industrial Development/MSME Manisha Panwar, Commissioner Industries, Forest & Environment, Power, Labor, Forest, Industries, Member Secretary of Uttarakhand Environment Pollution Control Board, Additional Secretary Industries and other concerned department officers were present.
